Introduction
As stated by the Basque Vice-President and Minister for Finance and Public Administration to the European Affairs Commission during her Parliamentary appearance to outline the Programme of Foreign Action for the 8th Legislature, the Basque Government wishes to maintain closer relations with the Basque Parliament and particularly with the Parliament Commission responsible for monitoring foreign action compliant to that established in the "Basque Autonomous Community Strategy for Foreign Action". This is the reasoning behind the drawing up and presenting of this document.
Despite the relatively short time since they were set in motion, Basque Delegations abroad are taking shape as an extremely relevant instrument for Basque foreign action. In fact, with the exception of the Brussels Delegation, a community pioneer in its day, the other foreign delegations date from the 7th Legislature. Not only does their brief but fruitful progress corroborate the political decisions responsible for their creation, but it converts them into one of the principle instruments of future foreign policy, as stipulated in the "Basque Autonomous Community Strategy of Foreign Action", approved at a Government Council session on 15th March 2005, which even considers extension in the near future of this model to other countries with which the Basque Country has priority relations.
