Basque Country moves into action. 4 programmes 120 actions


The Basque Plan Against Climate Change 2008-2012 aims to fulfil the 4 strategic objectives through 4 programmes, comprising 120 actions in total.

1st Programme: Less carbon

It is applied in the energy sector, in the in the residential and services sector, in agriculture and the forest sector anci in the management of waste. It comprises the following action lines:

  • energy saving and efficiency
  • promotion of renewable energies
  • reduction of non-energy emissions
  • management of carbon sinks

2nd Programme: Adaptation

To anticipate to climate change and to preserve natural ecosystems, to protect human health and to adapt the infrastructures anci socio-economic systems. In this case, the action lines are the following:

  • systematic observation and learning
  • criteria definition and planning adaptation
  • to have means and infrastructures

3rd Programme: Knowledge

It aims to develop scieritific-technical and social knowledge to observe nature, identify the problems and create solutions. The lines of this programme, in which the Basque Science, Technology and Innovation Network, companies and the Basque Government are involved, are:

  • basic research and co-operation
  • applied research
  • transversal elements to support the programme

4th Programme: Citizens and Administration

Several departments of the Basque Government, the Provincial Councils and Town/City Councils are involved. Its acting lines are:

  • general activities and green purchase
  • energy saving and efficiency in the workplace, at home and in mobility
  • information and awareness raising
  • education and training
