According to the busssiness as usual (BAU) scenario, by 2012 the emissions in the Basque Autonomous Community will be +36 % in relation with the base year, that is, more than 28 million tones of equivalent C02. By 2012, the difference of implementing the plan and not implementing it will be of 22 percentage points.

What we should ask ourselves is not if we can afford to reduce emissions, but if we can allow ourselves NOT to do it.

To achieve the best co-ordination among institutions and to promote a deep change in the way institutions, companies and citizens understand our relation with nature are the keys of the success. The bid by the Basque Government, as an answer to the appeal of the IPCC and of Ban Ki Moon, is a clear sign that the Basque Autonomous Community has come into action through the Basque Plan Against Climate Change 2008-2012.
