Vision:
To take irreversible steps towards a socio-economic model non-dependant on carbon by 2020, so that the Basque Autonomous Community is less vulnerable before climate change.
Two priorities:

Firstly, in order to guarantee our future, to act against climate change and to get prepared for its consequences;

Secondly, to promote innovation culture in order to advance towards a sustainable economy based on clean production and consumption guides, without depending on carbon.
Strategic Objectives of the Plan:

To limit GHG emissions to +14% with regard to 1990, the base year. The present total emissions (including imported energy) are 22% higher than those of 1990, that is, 25.5 million tones of C02. Therefore, we have to reduce emissions by about 8% to fulfil this ambitious objective.

To increase the removal aptitude of carbon sinks up to 1% with respect to the emissions of the base year by managing especially forests, agricultural soil and pastures.

To minimize the risks on natural resources, as main impacts could be linked to the loss of biodiversity and to the worsen of the quality of hydric and edaphic resources.

To minimize the risks on human health, on the quality of urban habitats and on socio-economic systems, in order to guarantee the integrity of energy, coastal and transport infrastructures, the appropriateness of sanitary and maintenance services, the improvement of the productivity linked to the primary sector or the development of new urban modeis compatible with the new climate situation.
