At the proposal of the Basque Government, the International Council for the Co-ordination of UNESCO’s Mab (Man and Biosphere) Programme included URDAIBAI in its international network of biosphere reserves on 8th December 1984.
As laid down in the URDAIBAI Protection and Structuring Act passed five years later, biosphere reserve status is awarded to provide "a special legal framework for the Urdaibai Biosphere Reserve which seeks to protect the soundness and encourage the recovery of the geology, flora, fauna, landscape, water and atmosphere, and in short of all its ecosystems on account of their natural, scientific, educational, cultural, recreational and socio-economic interest".
